Finder menu and extension lifecycle recovery

- Journal temporary Finder extension stops and verify state by reading back the current extension path.
- Restore extension state before relaunch after app updates or rollbacks; journal failures for a later bootstrap recovery while keeping the menu-bar app available.
- Keep quit-to-running heartbeat/config updates in sync and preserve an explicit user-disabled state.

Validation: 91 safe tests across 20 suites and a fresh Release build with warnings treated as errors. Real screen-control tests were intentionally excluded. This release improves recovery and diagnostics; it does not establish what originally caused any earlier ignored extension state.
