### Performance & Audit Hardening
- **Persistent Disk Cache (`cache.json`) & Rate Limit Shield**: Persisted repository release metadata and HTTP ETags to `~/.config/Mino/cache.json`, enabling instant 0 ms cold starts for libraries with 900+ repositories. Subsequent launches reuse cached ETags for `304 Not Modified` conditional requests, consuming **0 units** of the GitHub API rate limit for unchanged repositories.
- **Smart Launch Refreshing**: Eliminated unconditional launch refresh bursts by validating `lastRefreshTime` against the configured interval on startup, preventing redundant API quota consumption across frequent application restarts.
- **ETag Support for Commit Tracking**: Extended GitHub conditional HTTP requests (`If-None-Match`) to commit-based tracking endpoints (`${repo}:commits`), preventing redundant rate limit consumption when repositories using commit tracking have not changed.
- **Global Rate Limiter for Tag Discovery**: Introduced `GlobalRateLimiter` to strictly enforce global 250ms spacing between tag backfill requests across all concurrent workers.
